    Actually you could be right.

    BUT it is still a requirement under the Public Service Vehicle (Conduct of Drivers, Inspectors, Conductors and Passengers) Regulations 1990 and Amendment Regulations 1995 and 2002, that all passengers are required to hold a valid ticket or pass as the "authority to travel" for the journey taken.

    There is an exemption where the driver may allow a passenger to travel without payment (at the time) providing the the passenger agrees to make payment to the company at later stage. Under those circumstances, drivers are obliged to carry "un-paid fare cards" which the passenger then enters his details on one part and the driver enters the details of the journey taken and the subsequent fare. The completed passenger portion of the card then becomes the "authority to travel".

    Having worked in the industry (off and on) since 1982, I think I got an idea how it works.
