Virgin Media refuse to install unless I pay more

I have placed an order for superfast broadband (60MB) with Virgin Media. Three days before my installation date I have been contacted by them by phone to say that unless I take a more expensive package (with TV or phone) they will cancel my order, citing their installation costs as the reason.
Is this right or fair? I wasn't aware of this from their T&Cs; it only mentions practical reasons for them to cancel an install.
Virgin are also the only company that offer fibre in my area, so I am faced with either paying for services I don't want or having to receive an inferior product from another provider.
What can I do?

They can't be "forced" to have you as a customer if they don't want you!
It sounds a practical reason if installation to your property is somehow non standard for them.
(It's standard to pay a £49.95 connection charge, them asking another 4p from you may not cover all their costs??)0
