Well here's a case on pepipoo like yours:

Where the creditor wasn't identified on the NTK (and nor was the time of contravention as far as I could see). IS that the same style NTK as yours, look for TPS being named as 'creditor' and whether the period of parking is stated, for starters. You'll see from that case that the person tried a complaint to the BPA who were useless but that doesn't mean you shouldn't do the same.

NTK is very similar to the one you posted the link, but different layout. We've already noticed few errors on ours; such as missing creditor identification, exact location of alleged parking, outstanding balance and still searching for more.0

You could then send your findings as registered keeper, to the BPA and DVLA and say this PPC is harassing you when they have used two copies of a fatally flawed Notice to Keeper which fails to establish keeper liability (and one of them was also sent too late). And so, as the keeper who only has the letters to go on, you have also got a friend to check the signage at that site and the signs are not lit either so can't have been seen by the driver. As such you contend the site is not correctly signed as per the BPA Code of Practice either. So there was never any ''reasonable cause'' to get your data as registered keeper at all.
