I am thinking about renting 2 flats and sublet them to students, Can I avoid paying council tax? Cos I heard that if I am renting the whole flat I am the responsible to pay the council tax...

Almost any tenancy agreement these days will specifically prohibit subletting or assigning the tenancy.0

well, the letting agency tells me that the landlord is OK of I sublet and they can delete that clause of the contract0

Don't believe a word the LA tells you unless you get it in writing direct from the LL. The LL may be abroad and be blissfully ignorant of what the LA is doing with his/her property.0

Assuming you have a tenancy that permits subletting and
assuming you do not live there but sublet only to students and
assuming the tenancy agreement you give the sub-tenants requires them to be responsible for council tax and
assuming it is not a HMO (House of Multiple Occupation) then
the residents are liable for council tax and
if they are students they will be exempt.
So, yes.
Bear in mind you will be a landlord, with all the same responsibilities as your landlord:
