Do they actually claim an overstay when there hasn't been one just to see if they can bully innocent people into paying?

Google double dip, and in the case of parking companies, if your definition of a scam is bullying people into paying money that they do not need to pay then you may be able to say yes to your question.From the Plain Language Commission:

That's an interesting one,. If I park for 10 minutes and then 2 hrs later my partner parks for 10 minutes in the same car, what happens?0 -
well if the car park is no return within 3hrs you'd get a ticket0

You get charged for 2hrs 20 mins.

What about producing contracts which are dated way after the date when the parking incident occurred? That's sharp practice at the very least.
This from Parking Prankster's blog:-
There is a growing body of evidence that ParkingEye's contracts with The Range are all dated in February 2013 and that there was noting in place before that date.
There have been a number of court cases at various different Range outlets where the case has been dismissed because the parking event was dated in 2012, but the contract produced by ParkingEye was dated in February 2013.

So does the 'no return within x' apply to the vehicle or the driver? Could I reasonable be expected to say to my partner...'oh btw, don't go in Aldi for the next 2 hours because I went there'0
