Smart parking notice need help

hi don't know if this is the right place to come
but i got a pcn for parking in a disabled bay and not displaying it when picking my mum up from the shops it is her blue badge and this was a pcp samrt parking i did ignore ppn then i got a notice to owner for £70 and ignored that today i got letter from debt recovery plus for £140 they said i was sent a letter on the 15 11 2013 but i dint receive that
can anyone help

I am the registered keeper of vehicle and am here by exercising my right under section 22.14 of the BPA Code of Practice to appeal to yourselves and to POPLA if you should reject this challenge.
The driver and their mother stayed on the shopping park only visited one shop which was Argos and was there for no more than 15 minutes the driver’s mother is registered disabled and holds a current Blue Badges which I attach a copy of As you are aware, the Blue Badge scheme does not even lawfully apply in private car parks
However I must point out that if you do not grant my appeal I would require a POPLA reference as I will appeal to them in the light of the sincere intentions above and would also be asking them to cancel the parking charge notice

In reference to the invoice xxxxxx, and your letters of (date). As the keeper of the vehicle, I've decided to deal with this myself for now and raise the following points.
I wish to appeal this parking charge on the grounds that the driver was a genuine customer using the facilities and shops at Argos and had not realised that any contravention had taken place. They are checking for receipts to prove patronage but as you may appreciate they did not realise they would need to keep them in case of parking issues in the future.
In regards to your parking charge I would like to make the following points
1) The charge is not a genuine pre-estimate of loss
2) Your signage is inadequate and does not comply with the BPA Code of Practice
3) You do not have authority or contract to issue these invoices
As you know popla upholds all appeals on the above, so you are invited to cancel this invoice now, or to issue a POPLA code so I can take my case to them

you could quote the Equality Act 2010 applies in this case, make sure you deny the debt to the DR and send the appeal to the PPC not the DR agentsAs you are aware, the Blue Badge scheme does not even lawfully apply in private car parks0 -

A little more information would be helpful though:
Q1: You said "the shops" was this a car park with a single retailer, such as a supermarket such as ASDA or car park shared by several stores?
If its shared by other stores....
Q2 Do you know, or could you find out who owns the car park?From the Plain Language Commission:

you could read the advice about DR letters and follow that advice
my point was that you said you now wish to appeal, but due to the time lapse you may have run out of appeal time , so I found it a strange comment, yet I still thought its a good idea seeing as its in the NEWBIES thread
the fact that you now wish to appeal made me think you still had time to do so
lets assume you do wish to appeal, this would be to the PPC , not the DR company
therefore my advice was deny the debt to the DR company (to refer it back to creditor) , and then lodge your appeal with the PPC which is what should have been done in the first place after any NTK (as clearly explained in the NEWBIES sticky thread)
the confusion here is because you now wish to appeal but may have missed the appeal deadlines, but if you word it such that they accept the appeal, or if they give you a POPLA code, then you can sort it out
appealing to the landowner or his managing agent should always be done as you may kill the parking charge stone dead, especially on EQUALITY issues (disabled , blue badge , blah blah)

ok i take your advice and thank you for it just Hope i still got time i received the notice to owner on the 16/10/2013 if thats of any help
the car park is shared by several stores
i have add this to my appeal
one more thing do i give them my mums name or just Blue Badges number ?0
