Hi all,
Did no go as high as Terry in the end thanks instead to Sharon, a nice lady from Home Retail Group head office.
I followed the complaints route and managed to get the charge cancelled by Sharon. A soft complaint, outlining mitigating circumstances and the speed and size of the charge was enough to persuade the managing agents once I had the support of Homebase.

It was UKPC - Riverside Retail Northampton
In the complaint I emphasized the fact that their poor practices reflected badly on the park and the store holders and that the charge appeared to be an unlawful attempt at dressing up a penalty to impersonate a parking ticket.0 -

Got an NTK despite getting an email from a Home retail group confirming the charge was cancelled.
I have emailed them again to get them to chase the landowner's agents to make sure they really did get it cancelled.
Will let you all know how it goes in the next few days.0 -
If not cancelled this week, respond to the NTK as keeper, saying that it has been cancelled and it was never a genuine pre-estimate of loss anyway. But if they really want to fund a POPLA appeal for you under these circumstances then you are willing to play the game but will charge for your time and costs when you prevail.

Hi, I finally got the cancellation confirmation from UKPC, after a conversation with a rather fed up managing agent...
There is a growing thread on the Riverside hub facebook page https://www.facebook.com/riversidehub
called "Carousel Way Parking Tickets" where they are advising customers not to pay UKPC, and I believe they are planning to put pressure on them. Might be interesting to follow what happens.

Carousel Way Parking Tickets
We would strongly advise anyone who has received a parking ticket on Carousel Way in the past few days not to pay it just yet. There are 14 days from the date the ticket was issued before the fine increases.
We believe that the signs on the lamposts are unclear, ambiguous, and are all erected far too high to be noticed. Furthermore there are no yellow lines on the road.
We are now seeking legal advice on the matter. If you have received a parking ticket, even if you have already paid it, please e-mail your details to vp@riversidehub.com. We will then contact you by e-mail by the end of this week, once we have spoken to our solicitors.
In the meantime please do not park on Carousel Way.
Well that's only to be expected by using a PPC - Shame they didn't direct to MSE/Pepipoo.0
