Our goal is to post up information on work undertaken in the House of Commons that has a consumer focus but which may not be highlighted elsewhere. We encourage discussion and comments concerning the topic or content of the debate.

Autumn Statement
Thursday, 5 December at c.11.15am*


Chancellor of the Exchequer, George Osborne, is to deliver the 2013 Autumn Statement to the House of Commons at 11.15am on Thursday 5th December.

The Shadow Chancellor (Ed Balls) will respond to the statement on behalf of the Opposition.


* It may begin later if any Urgent Questions are granted on the day, as Parliamentary business is subject to change.


The Chancellor is likely to present details of how policies that have been announced earlier in the year, and costing approximately £2 billion, are to be funded. These include:

  • Universal free school meals for first three years at primary school (cost: £600 million)
  • Transferable tax allowance for some married couples (cost: £700 million)
  • An aspiration to scrap the rise in fuel duty planned for September 2014 (cost: £700 million)
  • The Government has already announced a range of policies to reduce energy bills, to be funded in part by measures to reduce tax avoidance.


How it works:

During his Autumn Statement the Chancellor updates MPs on the government’s taxation and spending plans, which are based on the latest forecasts for the UK economy, from the Office for Budget Responsibility (OBR).

The OBR's revised forecasts for the economy and the public finances will be published alongside the Autumn Statement on 5 December.

8 Facts about the Autumn Statement:

• The Autumn Statement, on 5 December 2013, will be George Osborne’s fourth Autumn Statement as Chancellor of the Exchequer

• While it is called the Autumn Statement – it is often given in the “winter” in the early days of December!

• Since 2010 the independent Office of Budget Responsibility has been legally obliged to publish its economic forecasts twice a year – usually at the time of the Autumn Statement and the Budget in the Spring

• But there is a longer statutory requirement stretching back to the mid 1970s – the Industry Act 1975 required the Treasury to publish economic forecasts twice a year and “to publish the model used – on a computer” – the first such occasion was in November 1976 by the then Chancellor of the Exchequer Dennis Healey.

• The Chancellor’s statements in the Autumn traditionally discussed the economic outlook and the government’s latest spending plans with tax measures announced in the spring Budget (particularly in the 1970s and 1980s); but increasingly, as now, tax measures have also been announced in the Autumn Statement as well.

• It has not always been called the Autumn Statement – Kenneth Clarke when he was Chancellor in the early 1990s preferred to announce his combined tax and spending statements in a single Budget speech in November– but to meet the statutory obligation to publish economic forecasts twice a year, he had a debate around a Summer Statement.

• Gordon Brown, in his time as Chancellor of the Exchequer between 1997 and 2007, reverted back to the tradition of a statement in the Autumn; he published a Pre-Budget Report around November with his Budget at the traditional time in the Spring

• Unlike the Budget, there is no formal debate on the Autumn Statement – just questions to the Chancellor like any other Ministerial Statement

    Perhaps you could list the important highlights for us?
    Won't it be on the news anyway? Wouldn't be surprised if MSE didn't do their own news article?

    Hi Atidi

    Thanks for your comments. I'm sure MSE will be doing a news article following the report but this post is to give you some information prior to the start of the Autumn Statement.

    The Statement is expected to last a while but following that MPs, including the Shadow Chancellor, will have the opportunity to question the Chancellor on the contents of the Statement.

    We'll be posting up a link to a YouTube video of the Statement once it becomes available on here so those who want to can watch it.

    I'd rather listen to it myself if I have the time. Don't like any journalist or other person to decide what I should know.

    Feel free to post the points you think are important :)

    Especially if you feel the BBC or multi-millionaire Dr Lewis miss something that would affect me in their respective articles.

    Do you really think posh boy will tell you everything anyway? Isn't the detail often hidden in the Red Book or whatever they call it? It's usually only after financial journalists (or opposition) have had time to read and digest that detail do we get told all we really should know.

    And people accuse politicians of being childish... The saying that "in a democracy, the people get the government they deserve" has never been more apt in my view.
