Will virtuals work on Voda Sure-Signal

My niece who is 19 has a voda sim only contract from a couple of years ago. I *think* it's a tenner a month with an extra fiver for data.
She has now had a text from them to say
<<We're also closing some older plans including yours, so we need to move you to a new one from 1 Dec. It'll cost £10.50/month and you'll get 300 UK minutes, unlimited UK texts and no UK data. UK standard calls and voicemail will now be charged at a minimum 1 minute charge.Ts&Cs: vodafone.co.uk/plan02 >>
They live in an area of poor signal so have a Sure-Signal box at home.
If she got a sim from a virtual network (to put into her iPhone 4) would the Sure-Signal work or not?
I just saw a £13 sim only on the voda website which may be the best way forward but ... any further thoughts???

With Vodafone SureSignal, you have to add each mobile number manually. When you try to add a non-Vodafone number, you get an error. This is unlike the EE SignalBox which supports any EE MVNO and even any non-UK network with whom EE has a roaming agreement, i.e. the same as a conventional EE mast.0
