    I think with the cap as small as £50 nobody will bother with sim-card PINs anymore. Most people will just disable them at the very first opportunity. £50 is far to small 'fine' to encourage people behaving responsibly.

    Required to be implemented but there's no mechanism to do it by a set date or force it if it's not done other than threaten action or sanctions. Don't misunderstand me I know they SHOULD be implimented but exactly what they cover (rather than simply adopting the EU's requirements) and when thats put into local law is decided by the country. EU regulations are different they automatically become member state laws, directives don't.

    I half remember there's one about car emissions that was made done back in 2009 or 2010, but the UK (and I think Sweden and Finland) have no yet implemented it, but while the EU is vocal about it, is doing nothing more other then threaten further legal action on the UK.

    The often misquoted 2 Year EU warranty is another example, it was was never implemented as we already had better protection in place.

    It is fairly obvious that if national law already contains the provisions of a directive, then no further enactment is necessary. It is true that Article 5(1) of Directive 1999/44/EC was already implemented in UK law so no enactment was needed, but the rest of the directive was enacted.
