It would be a fairly small percentage of Insurers whose claims staff would be able to field calls from police officers 24 hours and also have access to the neccessary records to confirm cover

But as I said earlier, a certificate isn't accepted as proof of cover. So I suppose the best option is to use a smart phone and log into your account with the insurance company, and show that to the police.
