    Credit card Chargeback is up to £100, above that is s75.

    Basically, as the goods arrived in good order, and they didn't ask me for any supporting evidence for my claim, they closed it. There is meant to be an appeal button, but I can't find it.

    See my post #11 - PayPal (like your card provider) won't be interested in the problem you have getting an invoice - they took the payment for the supply of goots and those goods have been correctly supplied. Case closed.

    I've just spoken to HMRC.

    Legally, as I'm not VAT registered he's not obliged to send a VAT invoice. But, they were equally suspicious as to why he wouldn't want to supply one.

    I have now formally informed their "human intelligence sources" team.

    I can see that, but my argument would have been (If I was given the opportunity), is that goods were not as described, as, he stated that he would supply a VAT invoice.

    Tenuous I agree, but I was hoping common sense would prevail.

    I'd exhaust Paypal procedure first or keep it going along with chargeback.

    Problem is you're talking about consequential losses here, as the seller didn't supply a VAT invoice then the buyer was unable to reclaim the VAT from HMRC, might be wrong but I',m not sure Paypal covers this.

    HMRC have given you incorrect information.

    Whilst a VAT registered supplier is indeed required to supply a VAT invoice to a VAT registered buyer (where VAT is charged), a valid VAT invoice/receipt must be given by a VAT registered retailer where any customer requests one.

    He's explained that above, he's doing work on his house on which he is entitled to claim back the VAT.

    Sorry, but I've read that article/page thououghly, and it only relates to VAT registered customers.
