The letter states that he will submit my papers along with others within 14 days so I hope I have time on my side. I have read a little of the links and I thank you for your help. I will now go and properly research these threads before considering my next move. If I manage to save some of this money I promise to donate it to good causes as I had already written it off!!

When I saw it was anpr I was pretty sure they were just draft court papers and not the real deal.
Why on earth would u pay this bunch?

He will not be submitting anything and you don't need to worry about time etc

ANPR Ltd are a joke of a company. Every single breath they take, they breach the BPA Code of Practice. Their ability to go anywhere near a court and make a good impression are zero.

Also confused. Do you actually have genuine court papers from Northampton Court, complete with an official stamp (embossed). Or is it a copy pretending to be real? Or is it just a letter? That's why posting the letter would help a lot. If you don't have a scanner, use a camera/phone. Just remember to blank out your personal details and and reference numbers before posting.

You need to read all the links and see this for what it is. A SCAM.

You haven't even got court papers from Northampton which is what your first post said. This is their fake court papers scam and you need to read up on it and report ANPR Ltd (and 'H&S 'itigation' who are believed to be connected to ANPR Ltd and which I believe is a firm posing as a separate debt collector and yet they have no credit licence) to:

- the BPA Ltd
- the DVLA and ask them to alert the Office of Fair Trading
- Trading Standards at the nearest Council to the Car park
- the landowner/occupier who is responsible for this agent.

I am now coming to realise that I may have just escaped being fleeced! Many thanks to everyone taking the time to help.
I am so not computer savvy and cannot get papers attached sorry.
The 'court' paper is a 'Claim form' with a fancy looking court letterhead but no seal in the seal box.
Looking closer at the actual declaration to the court it appears Mr. Brian Hargreaves himself was witness to my parking transgression on 29/11/12.
He is also the person who signed the agreement with the company to provide the service in 2007.
I will be sending complaints to the relevant agencies and not worrying about court dates!

Further proof of fraud/misrepresention - you would not get the same person witnessing the parking "breach" and signing the contract. .H&S Litigation were only registered in May this year and as the others have stated they do not have a credit licence nor are they registered with the SRA. Court action can only be instigated by either the original alleged creditor or their (legally authorised and regulated) solicitor.

H&S use the justice scales on their website - which can also be reported a separate issue for misleading and misrepresenting authority.

Check out how they misquote their authority and mislead regarding obtaining a CCJ! - They have to win the case first!!

OP - you can report the matter yourself directly to the OFT and you should also consider reporting it to the Financial Ombudsman as well. All debt recovery services are required to have an interim licence by the FCA as from the 1st April 2014 they will regulate and oversee licences.
