Flight take off time. When it leaves the gate or the time it takes off

How is the flight take off time measured. Is from the time it leaves the boarding gate or the time it actually takes off. Also for landing is it the time the aircraft touches downon the runway or the time it reaches its gate. What is used for punctuality records and flight delay compensation.

The departure time is the moment the aircraft starts pushing back from its stand. Similarly, the arrival time is when the aircraft arrives on stand, has its wheels chocked and the anti-collision beacon is turned off. This space has been intentionally left blank0
