    Doesn't matter whether THEY call it a notice to driver, if they've written to the KEEPER then it is a Notice to Keeper. ;)

    The last paragraph also needs reworded ...

    Please note that the driver never saw any PCN on the car itself on the day in question, thus the letter to which I am responding is the first notification received. The BPA notification guidelines say that any notice to keeper must be received by the keeper within 14 days of the alleged incident - this is not the case here, therefore you will be required to provide proof that a notice to driver (windscreen ticket) was served, otherwise the keeper has no case to answer as your NtK is out of time per Schedule 4 of the Protection of Freedoms Act 2012.

    I have amended my draft due to later replies, so hope that helps too

    obviously you can add your draft for checking before sending it

    at this point they either drop the charge , waffle and avoid giving out a popla code , or they issue a popla code

    if they do issue a popla code, then you need a strongly worded appeal to popla to kick it into touch in a few months time

    either way, do not ignore anything and seek advice here , but do the research yourself too
