Property under offer - can we still offer?

The house we're keen on is under offer - does this mean we can't make our own offer or should we still put our offer on the table? FTB so help appreciated!

Of course you can offer.
No telling what the seller will do.
Do you plan on offering more in the hope of getting the vendor to change buyers or less in case the sale falls through?
As a vendor, I wouldn't change buyers at this stage.0 -

don't get your hopes up on trying to buy a place that's already been sold
focus on properties that are for sale not ones that aren't, unless there really isn't much available0 -
The OP said that their chosen property is "under offer", not that it is "STC (sold subject to contract)". In other words, someone has offered less than the vendor believes is a fair price; the vendor is considering the offer but has not yet accepted, clearly in the hope that a more attractive offer might come along.
So there is nothing at all wrong in making an offer: things only become morally dubious once the vendor has accepted. Do be aware that the vendor has a choice so there is not much point "trying it on" with a very low offer. Do not despair, however: as FTBs you do not need to sell another property in order to buy and so could be very attractive to the vendor.0 -
When our offer was accepted the property was marked as "under offer". A bit further down the process that was changed to "Sold STC". I don't therefore think that "under offer" means that the seller is still considering as suggested above. I don't suppose the buyer does either!0

have you viewed the property?
I requested a viewing on a property yesterday that already had offers well over asking, the EA asked me if I still wanted to view. This property was definitely under offer but the owner had not decided who to go with so was still accepting viewings.0 -
OP, where are you buying? In my part of the country, Under Offer means offer has been received and accepted, and no further offers would be accepted unless the one already accepted fell through.0

We've viewed twice. To everyone overreacting thinking we're gazumpers the offer hasn't been accepted yet but I've called the EA and it's much higher than ours anyway so unless it falls through we're out of the running.0

I've said it before here, but there's a lot to be said for a system where offers are made in writing, where the offer includes an offer price, an entry date, and a date by which the offer must be accepted or declined.
I think it's ludicrous that a buyer can make an offer, and the seller just sits around without accepting or declining, keeping the buyer hanging on a string. In broad terms;
"I offer you £X, with an entry/completion date of DD/MM/YY, and if this offer isn't accepted by DD/MM/YY, you can assume it to be withdrawn."0
