It depends what channels she wants.
Freeview + is only the free to air channels broadcast terrestrially. For subscription channels she needs to look at the packages from Sky, Virgin Media (if in a cabled area), BT TV and Talk Talk TV - the latter two require a reasonable broadband speed and can provide Youview boxes to access the pay channels and catch-up on demand services - Sky and VM offer similar type boxes. All four of those providers supply TV and broadband packages but have wildly different TV channels so she needs to check out their content and prices online.

    FYI.

Freeview + boxes are similar to Sky+ boxes. They have twin tuners and a harddrive that alows you to record one programme whilst watching another, or recording two programmes whilst playing back a recorded one. Other facilities include pausing live TV.
Youview, is a development that has in addition, internet access for catch up players like BBC iPlayer.
YouView boxes can be purchased, or come bundled with BT and Talk Talk broardband packages.

A reliable manufacturer of these boxes is Humax.

    Freeview - aerial
    Freesat - satellite
    Sky - satellite
    Virgin - cable.

Youview is a Freeview HD recorder, with on demand stuff integrated nicely
Freetime is a Freesat HD recorder, with on demand stuff integrated nicely
She needs to check what she'll get in her new home, and it'll likely be just cables, so she has her choice of platform.
Freeview+ is, simply, a Freeview box that can record. That's what the plus means anywhere really with set top boxes.

You can also record two programmes while watching a live programme, if your tv has a Freeview receiver.
