Ukcps parking charge notice

Ok, I chose to ignore the notification letters after reading forums and I have a final notice and must pay within a few days. I just thought I'd check the forums and noticed I should appeal now after a change in law. It was a charge attached to my vehicle in England by UKCPS for the driver observed leaving the site .Is it too late and should I pay?

    Presumably your ticket must be dated before March 2013? If dated after this, which forum has advised you to ignore it?

  • Thanks, I have read this but still don't know what to do,The notice only gives me until Friday before court proceedings start, I have the option to pay £125 now.
    My problem is, Have i left this too late? What will happen if i try to appeal now as by the time they receive my appeal, the time will have elapsed.

    how would anybody know if its too late without knowing the date of the "offence" in the first place ?

    you have given almost no information and yet want answers that require members here to know some of those details

    the previous member asked if it had happened before march 2013 , in other words an old case not covered under the usual appeal rules to the PPC and POPLA

    nobody can advise you with nothing to determine the answer

    sorry to be blunt but surely you can see why ?

    was this the date of the first NTK letter or was it a ticket attached to the windscreen ?

    if it was a parking ticket on the car, what date did the NTK arrive ?

    what was the date of the "parking offence"

    nb:- I believe you are being too vague with your posts if you really want genuine help (its like getting blood from a stone at the moment)

    Ticket was placed on the car 01/09/13
    I can't find the first NTK, which is the one i really need.
    Second NTK for £100 giving me 28days to reply is dated 05/10/13
    Third NTK for £120 giving me 14 days to reply is dated 06/11/13
    Fourth and final on 22/11/13 being £125 immediate payment within 7 days or court action.

    I doubt that there is a missing NTK. After a ticket is placed on the car the NTK must delivered no earlier than 28 days & no later than 56 days after the parking event. It's most likely that the NTK that you received on 5th October is the first.

    You are out of time for their appeal timescales so your choices now are to pay up or continue to ignore any subsequent letters from debt collectors etc unless you get a letter that is described as a Letter Before Action or Letter Before Claim when you should return here for more advice & take heed of this forum posting https://forums.moneysavingexpert.com/discussion/4754020

    Thankyou, to be honest i think i will pay and use this as a lesson to myself to be more thorough when investigating these situations. If it was a case of blatant ignorance to park in a bay i was not allowed to park in, then fair enough, i would of paid up straight away, but the fact it was not a council fine and i parked in the retail outlet with free parking advertised is criminal, they did have signs there, but I've parked in the same place for years to do shopping there and never noticed the signs which i admit were there, but temporary on stakes into the ground, so i just drove past them and too top it off i did not leave the site at first as i used a shop on the site (EVANS CYCLES), didn't buy anything, so no receipt and rather than being lazy, just went across the road to Mcdonalds and back and within that time a £100 fine reduced to £60.I'm so mad and just wish i was better with dealing with these things, i just find it so confusing and it probably started off wrong for me as i must of read posts too far back, thinking ignoring the letters was the correct choice and not contacting UKCPS which would establish the case as being Live....

    early intervention would have been a soft appeal to the PPC and then probably a proper appeal to POPLA, in which case you would have won the case and paid out little or nothing

    plenty of members here would have helped you to succeed too , providing you did it all within the correct timescales

    I am still unclear from your description exactly what it is that you are supposed to have done to warrant this charge.

    Unless you are very flush with money or totally stressed by the whole business I wouldn't pay.

    I assume that it was a retail park so you have nothing to lose by contacting Evans Cycles or any other retailer & explaining the situation. Some retailers understand that these parking fines only serve to drive customers away & will get the charges cancelled like here https://forums.moneysavingexpert.com/discussion/4766249
