Basically you transfer the Judgement for enforcement to the court that has jurisdiction.0 -

The local authority would or could take enforcement from the TEC and send it to your local civil court in your case a Sheriffs court and they would enforce it under Scottish law.

If it were a criminal offence then an arrest warrant would be issued for you by the English court but neither private parking charges, council parking nor congestion charges are fines for criminal offences so the only recourse is to pursue you through the Sheriff Court just as with any other debt.I never asked about private parking, I asked about council run parking.
