The whole of the contract is between your friend and USPS so they're who your friend needs to contact. There is no contract between you and RM over this package. The package may for all we know have been taken home by a Chicago baggage handler and never even landed on this island, even!
Things are slow just now though, the run up to Christmas means some packages do seem to be getting delayed.0
