CarParkingPartnership invoice at Uni

I have received an invoice from car parking partnership at mmu university in Cheshire where i currently study. I do have a temporary permit until the end of the month and also have a full permit afterwards. (I get the permit for free by the way). Today i came back to my car to see this invoice on my windscreen because my permit wasn't showing. Unfortunately for me it wasn't showing properly. It was on the passenger seat where it must have blown to when i opened my door to get it.

I obviously don't want to pay it. The fine is for £70 or £35 if paid within 28 days.
The security guard at the campus says that I would win my appeal if i told them what had happened.
Although I know a lot of people at the campus have received fines (sorry invoices) and have paid them because it seems all appeals i have heard about have been rejected.

What advice can people offer me?
Should i appeal and hope they accept it. (and if they don't, don't pay it anyway)
Or should i just completely ignore it?

P.s It seems the private company carparkingpartnership is BPA. But I'm not too sure if that changes anything?


Also, sorry to have started yet another thread about parking fines.

    I don't mean this to sound rude but have you read ANY of the threads already on this board before posting? The reason I ask is that any number of them on the first page, especially the sticky ones at the top, will tell you exactly what to do to appeal and win.

    I have had a quick glance. But as a student I just wanted some reassurance and specific advice as i don't want to do anything wrong. As even £35 is a lot of money to myself

    Should i still wait for the NTK before doing anything even though i have a valid permit but it wasn't displayed correctly?

    the landowner has suffered no loss due to you parking there

    you have not trespassed on the property

    you had a valid permit although maybe didnt display it according to their rules

    the punishment does not fit the crime , so the charge is not a true reflection of the losses (if any)

    standard practice would be to wait for the NTK and then soft appeal, with popla as your backup

    Is popla the second appeal system?
    If so should i appeal directly to them first?
    Seem to be getting myself all confused

    you cannot appeal to POPLA without a POPLA code from the PPC

    you wont get a POPLA code from a PPC unless they refuse your initial soft appeal (which they usually do)

    so no, without the popla code you cannot bypass the PPC and go direct, they dont accept anything from joe public without the code

    Ask the University as the Landowner to cancel it. Speak to the person who can do this, this is the first and easiest way of trying to get the ticket stopped. Be firm with them after all if you are paying enough to be there in the first place! Without them allowing a PPC company to harass you.

    If you get no where with Student Services, go to the Dean's Office and ask to speak to him/her.

    Who put the ticket on the car? The Security Guard? Or do they have separate people going around doing this? What do the signs say etc. etc. are they compliant?

    Definitely kick up a fuss and any friends who get tickets get them to do the same. Get banners out if necessary ,....students can do this kind of thing.
    and highlight the issue you have lots of information here on this forum to help with this.

    And most of all enlist the help of the Student Union that's what they are there for!!

    Ok thanks for the help. I will defiantly be complaining to the university.

    So just to clarify should i appeal the ticket to carparkpatrtnership on their website?

    I don't quite understand what this POPLA is?

    You haven't received the Notice to Keeper yet in the post (assuming you are the keeper and not a parent?!)

    So until you do concentrate on getting the Uni to stop the ticket. If you do get a NTK you then have 14 days to respond and first stage appeal, requesting a POPLA code. So plenty of time to prepare.

    So no don't appeal yet until you get something in the post, in the meantime take a very firm stance with the University.

    that is because by your own admission you are skim reading and only quickly glancing at stuff

    you were asked and are expected to read the sticky threads, had you viewed crabmans sticky thread (eighth and last) you would have seen a link to an explanation of all the acronyms and abbreviations , including POPLA

    you could have googled it too , would have thought a young student would know that compared to us nearing retirement age ;)

    you appeal to the PPC that sends you the NTK

    The car park permit is in my name and my insurance i am the named driver. But the keeper of the car is my Dad as i couldn't get the finance.

    Does my Dad being the keeper change anything?
