    Just waiting for the council to come back to me now, not sure how much use that will be but think I've got enough 'ammo' to go back with when I appeal.

    I had similar problems with taxis. In the end I used to give it as The Crescent, Hannover Quay, Harbourside, Canons Way to cover all the basis. I miss that place, lovely and quiet but close enough to the city for as much action as you wish.

    Hi guys

    Got my notice to keeper through on 27th December. Am I right in saying that as part of the BPA I should have received this within 14 days of the PCN? or am I getting my wires crossed?

    For windscreen tickets, the NtK must arrive between days 29 and 56 after the ticket has been attached to your car.

    They have 14 days when it is an ANPR system.

    I thought I'd include the NtK I received from Premier Park, just for whoever may be interested. From what I can see, I think it is compliant with POFA 2012. If you can see any different let me know.

    Considering it doesn't mention POFA or keeper liability - it certainly is not compliant! Premier Park are trying to circumvent POFA by obtaining keeper details from the DVLA - they do not even mention keeper liability but owner and attempt to gain information as to who the driver/owner was (see their transfer of liability section on the form).

    You need to appeal this along the lines:

    I am the registered keeper of the vehicle registration number xxxxx and confirm receipt of your formal demand for payment dated xxxxx relating to the parking charge notice xxxxxxx issued xxxxxx and deny any liability to pay this parking charge.

    As you appear to be circumventing the requirements of POFA 2012, the registered keeper is not responsible for this charge, but the driver! I therefore suggest you take this matter up with that person. Please note I have no legal obligation to name the driver.

    The amount claimed constitutes an unlawful penalty,as it is not a genuine pre-estimate of any loss you pretend you have and I further contend that you have no legal authority to pursue any charge.

    Now as you are pursuing the wrong person, you are being put on notice that complaints are being prepared to submit to the BPA and DVLA and I suggest that you cancel this parking charge immediately to save further embarassment.

    However should you wish to pursue this matter further, then you are more than welcome to supply a POPLA code which will result in further appeal points raised.

    You should be aware that if you either continue to pursue myself as keeper (with or without supplying a POPLA code), then I reserve the right to raise a claim for my costs and time against you at a court rate of £18 per hour. My costs are not exhaustive and will include stationery, stamps, travel expenses and any legal costs etc, and by continuing to pursue me you agree to pay these should I prevail.


    In view of the above, I look forward to receiving your written confirmation by return that this parking charge has been cancelled.

    Thanks for that, appreciate it. I had a one line email response saying 'Please describe the area in which you refer to', even though I had sent a very thorough email including photos. I was lazy and decided not to pursue it!

    The sign is illegally attached to street furniture and the penalty is £1500 for doing so.
    Report it to the council.
