Doesn't say it has to be a full driving licence.
Would a provisional licence do ?

Hi, if you are not able to drive due to illness disability (as mentioned by MariaLionza) I would expect a company would be obliged to make "reasonable adjustments" to their products and services (in this case the comp) under the Disability Discimination Act. You could remind them of this.
Requiring a driving licence does discriminate against a lot people with a disability who are not physically able or not legally allowed to drive - still need to get about!0 -

Nice prize, though I personally feel shouldnt be on MSE, as we are meant to be SAVING money right?

Lots of comps on here incur a cost to the winner but are OK to be posted:D
I have won holidays to Vancouver & NY.On both I had to pay to get to the airports involved,pay to park & then pay for food etc.Surely that is a cost.
I won a VIP trip to Top Gear Live & had to pay to travel to London & pay to park etc.Surely that is a cost.
I have won a weekend in a five star hotel in London that I have yet to take but again I will have to pay for travel.Surely that is a cost.
You do seem very hung up on insurance costs.Maybe just get day insurance then sell the prize ?0
