Road traffic law almost always refers to a road , or any other road to which the public has access , this will include a wide range of meanings.
however , if a location has an exclusion on private land , and one of those ways is a charge, then it is exempt from the RTA (road traffic act)
as such no laws to applicable to construction and use (registration plates) or displaying a valid VEL (vehicle excise licence) apply
as such if you want to take your number plate off, you can
if you want to remove your VEL from your car, you can
just like you could on your drive at home, and no one can enter your property or land without a lawful reason, like a magistrates warrant

I was clamped once , all I did was remove the wheel , put the spare on and hand the wheel with clamp to the local police as *found property*
no damage , no theft
went unclaimed
and under found property act , it was mine!0 -

I like that story! Everyone should have fought back against the clamper knuckleheads like that, before they were adjudged to be the crims they always were.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
