Slamming

My wife and I had a land line and broadband with BT. We received a letter from BT saying another company had requested to take over our phone line. We called BT and said we didn't give permission for this and hadn't requested it. A week later we had our phone line and internet cut off.
We contacted BT who told us Talk Talk had taken over our phone line and given it to another customer. BT told us we'd have to pay to set up a new line with a new telephone number and we'd have to pay £17 extra a month because we would be on a new customer price plan. BT told us we'd been "slammed" and that we should take it up with Talk Talk.
How can Talk Talk do this?
Why did BT allow it to happen?
Why doesn't OFCOM stop Talk Talk doing this?

Ring the person who has your number and get them to get on to Talktalk too.. Tell them you won't be updating your number, so they are likely to get a lot of calls meant for you... Pressure from two sides can be more persuasive!0

Someone might have set up services with Talk Talk just to annoy you and cause you grief (unlikely as they would need to pass a credit check to take out a landline so easy to trace them)

Also, contacting the CEO in the first instance is just silly.
I used to work within High Level Complaints with an ISP years ago.
Any letters or emails to the CEO got sent straight to us to expedite the resolution of any problems and it bypasses all the front line staff.
This and social media is what i'd recommend doing to get Talk Talk to start fixing it pronto since they arn't registered with ISPAAll your base are belong to us.0
