Still does not explain why they fail to respond to communication and why other people have had the same problem no goods, or no response. I am going to pursue a claim via Paypal with the hope of resolving this issue/

They are unlikely to exist anywhere near their registered domain location.

Point in case: phone number on registration is Missouri.

The email provider is dead on the domain registration.

The stuff will be shipping from China - 21 days is the usual lead time on sellers in that market - US airmail doesn't take that long...

If they say it'll take up to 21 days for delivery you will need to wait that long, it won't help your paypal dispute and the seller will likely react to it.

After the 25th file the claim with PayPal - up until then wait and see what turns up.

the address is for the California International Business University on W Beech Street

The street address on the domain and the zip all tie up, its a multi-business location at 425 West Beech St.

If you googlemap search a zip code it shows the entire zip area, a zipcode is rarely tied to a single street in the US systems and certainly even more rarely an individual business.
