Great news that it worked!
I like to think they were on a hiding to nothing because even if they'd replied they'd have been racking up expenses at £18 per hour, plus harassment damages.
I'll add it to the NEWBIES thread and maybe to the complaints thread as well, as an example of how to word an appeal or a complaint where the Equality Act has been breached. Saves me typing it again too.
In case any newbies were wondering, the reference to ingrowing toenails was specific to UKCPS and a nod to their litigation 'expert' (Trevor someone) who wrote a memorable 'statement of truth' in a court claim along the lines of 'all these people without blue badges who claim they can park in a disabled bay because they wear spectacles or have an ingrowing toenail...'.
It made me split my sides at the time (can't find it online now).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I am so glad that the PPC cancelled this charge as it was clearly the correct thing to do.
POPLA, for their shame, are less sympathetic to the failure to display a Blue Badge and it is a sad reflection on modern times that they would reject an appeal based on the content of c-m's excellent letter and would, instead, want a GPEOL argument.

The argument put forward by c-m would have a much, much better audience in court.
But an excellent "not-so-soft" appeal.0
