    He promised to turn Britain from a "spend, spend, spend society" into a "save, save, save society". To prioritise borrowers over savers, he said, was "morally indefensible" and a Conservative government would "abolish income tax on savings for everyone on the basic rate of tax".

    While there could be some debate over exactly what he meant I don't think it is quite as clear cut as The Telegraph seems to suggest.

    ISA allowances have been raised by over 50% from £7200 in 2009 and income tax thresholds are now £10k so saving is being encouraged. I'd suggest that the number of people on basic rate tax that can save more than £11k per year is fairly small so effectively income tax on savings is not an issue for them.

    There is also the not so small issue that he can plan things in opposition but without a majority cannot deliver what he wanted as it needs LibDem support.
    Remember the saying: if it looks too good to be true it almost certainly is.

    The government may pay lip service to saving but in thruth they only want spenders and big spenders at that.
    The problem is the spenders haven`t got the money to spend.
    No problem, give them cheap borrowing and lend them as much as they want.
    That`s the way to get the economy moving, getting people into debt up to their eyeballs and make the savers pay for it.
