NOT INSOLVENT ??
Just checked my PCN ticket.
Which was issued by CM Services Ltd (Comprehensive Services Ltd)
Reg office is in Lytham St Annes.
And not Car Park Management Services, who seem to be the ones who have gone into insolvency.
Both called CMS, but seems (unfortunately for me) that my CMS are still trading.0 -

Not sure if the company that issued my ticket is the same one that has become insolvent.
My ticket issued by ..........

reg office 327 Clifton Drive, Lytham St Annes
Company that appears to have be declared insolvent.

I can't see COMPREHENSIVE MANAGEMENT SERVICES LIMITED listed on the AOS membership list. Did they have a BPA logo on their paperwork?What part of "A whop bop-a-lu a whop bam boo" don't you understand?0

Not BPA AOS members. There was a thread very recently about them. Here is their website, lacking any BPA reference' logo, other than a (n old) photo of a sign on one of their pages. Suspect they are lapsed members.

So this outfit is still alive, but shouldn't have access to the DVLA database, so unable to get keeper details.

When I googled on street level -
the GREEN CMS logo on one sign near reatail outlet and a nearby van was identical to the one which has gone into liquidation i.e Car Park Management (UK) Ltd.

My advice to report this to the insolvencey service to investigate still stands as:
(CMS) Comprehensive Management Services Ltd - 7939812 is listed as non-trading at companies house and registered this company in 2012
(CMS) Car Parking Management Ltd - 05176903 is went into voluntary liquidation on 7th November.
Philip Kelly set up the first company as the other was in financial trouble (prior to going into liquidation there was a voluntary agreement - rather like a debt management plan for businesses -with the CMS's creditors).
This is a prime example where there is more than a resonable suspicion of Phoenix fraud occurring - ie. where a new company is set up prior to another company going bust and transferring the assets only to the new company and leaving the debt behind.

I have emailed customer services at Wickes 3 times now, each time escalating the tone of my email ....
a legal duty to adhere to the 'Equality Act etc etc
I guess best now as per advise on here to just to wait for NTK and hope that the ‘new’ CMS as none members of the BPA as has been advised and will not be unable to request my details from DVLA.
Just so frustrating though, that a company can prey on genuine and vunerable disabled customers in such away and who are often forgetful and confused. Park in a disabled bay and forget to display badge - £100 fine, Park a few feet away none disabled bay - FREE. Supply the retailer with all the documentation (and receipt from store) and they dont want to know. How does this stack up !!!

We certainly are not trying to be obstructive or unhelpful it is simply a matter that is out of our hands.

Without reading the whole thread again ... do Wickes own the land where this "parking event" occurred? Or are they at least the sole business at this location? If the answer to either is Yes then they are lying - they CAN get this cancelled.0

The immediate question is who engaged the PPC? Irrespective of who owns it.
Because the landowner, if they are not PPC's client, need to have a contract with the lessee that allows the latter to hire a PPC.0 -

It is doubtful if this OP will receive a notice to keeper as neither company listed was a CURRENT BPA/IPC member at the time the parking charge was issued.
Bovisand100 - keep the parking charge notice safe for now and wait to see if you receive a NtK which will be very interesting to challenge its legality should one be received.0
