BOVISAND100 - I've googled the street view and looked at the signs - indeed they do say fine - even found a CMS van lurking in the car park!
But if the parking charge is from this company: - which has the same green CMS lettering at the site:

If you haven't sent that letter/email to Wickes yet (whose contact email is on the sticky thread 'successful complaints about PPCs') add this:
I have discovered from the BPA that CMS have actually left membership of the BPA scheme on 5th November. This means not only that they are wholly unregulated by any Code of Practice now, but that they cannot even get DVLA data any more. This means all your customers and staff could park all day and could ignore CMS tickets; do not let CMS kid you otherwise because without membership they cannot lawfully get DVLA data even by applying in written format; as a parking firm they are now prohibited. I suggest the landowner might decide to urgently review the contract with CMS in the light of this information and as a loyal disabled customer who would rather shop without demands for money, I would strongly query whether any on site protection racketeer is even needed here. It would be great if you/the landlord could try it without a parking company for a few weeks and review the whole idea rather than possibly jumping out of the frying pan into the fire (beware, my research this week has shown me that there are a lot of bad apples in this rotten industry who will be clamouring for CMS' old contracts).
Also take note that under no circumstances are my details on this letter to be shown to CMS who cannot otherwise get my data at all - which is a relief for us of course after feeling so worried about this harassment. Most people will not know this at all of course, and will have already 'appealed' and given this rogue firm their details to harass them for months with debt collector letters - which is a terrible shame just for shopping at Wickes.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Worth advising Wickes that since they have now been informed they could be considered a party to any tickets issued unlawfully using DVLA data.0 -
Emailed customer services at Wickes re this PCN
and got the following reply (my original email follows on).
Thank you for your e-mail addressed to Alan Howe, Head of Customer Services, which has been passed to me for attention and reply.
We are unable to discuss issues with the car parking ticket issued as we have no jurisdiction as the car park is not owned by ourselves.
I have spoken to the Wigan store, who have confirmed that there will be details on the ticket of the correct appeal process. This will have to be followed up by yourself through their appeal policy.
Whilst we appreciate that this is not the outcome you would have liked, we are unable to assist with this concern.

Last Thur (14/11/13) myself and my wife who is disabled and a Blue Badge holder visited your Wickes branch at the Robin Park Retail site in Wigan.
We parked in a designated disabled space but forgot to display the Blue Badge. Heavens only knows why, as its something we do automatically every time we use any kind of disabled spot. I did however ask on entering the store about parking charges and was told it is free for the first 90min. So didn’t foresee any problem.
We made our purchase and was out within 10min - only to find on the windscreen a Parking Notice Charge (PCN) issued by CM Services Ltd and a demand for £100 (£60 if paid within 14 days) for not displaying a Blue Badge.
I understand you are close to the JJB Stadium and on match days parking abuse must be a problem and your 90min rule needs to be enforced.
HOWEVER, this wasn’t a match night it was 6.30 in the evening, it was dark, we had never been to this site before and the car park in front of your store was all but desolate - we could have parked anywhere - for 90min - FOR FREE.
I realise that you are not the landowners but as a major tenant on this site I know you will have some influence and in the interests of Wickes caring customer relations I am therefore asking you to use your good offices to have this charge withdrawn.
I have attached copies of store receipt (only aggregate this time - but have purchased a kitchen in the past), copies of Blue Badge and of course the PCN ticket.
As you can see they are not interested in helping.
Any advice on how to respond much appreciated. I realise CMS may have gone into liquidation, but this is still a big worry to me and my wife just in case they do follow it through vigorously.0 -

The company who issued you the parking charge on the 14/11/2013 went into voluntary liquidation on the 7th November!

You really should report this to the Insolvency Service as this is a criminal offence to continue trading when insolvent.
