Years ago when I (was forced to by ebay) signed up to PayPal it was free to receive funds for personal accounts.
You can still see this today by logging into your PayPal account then following this link to the Fees page.
It seems however that when PayPal changed these accounts from Personal to Premier type, they changed the contract tagging on these fees.
Someone over at Hexus forum claims to have gotten his money back that they have effectively been stealing over the years and I'm in the process of trying to do the same. You should too

This was said on Nexus and also what PayPal kept telling me to look at. However you need to be logged into your PayPal account to view the link I posted correctly, then you will see it still says Free to personal accounts.
Edit: As soon as I made PayPal aware that you need to be logged in to view it all correspondence ceased (I was in contact with 3 separate staff)0 -

Forgetmyname is correct, a basic personal account can only receive payments paid from a PayPal balance. If the sender uses a card or bank back up then the basic account needs to be updated to a premier.
This has always been the case, the only difference is that for the past 2 or 3 years the upgrade to,premier seems to be done automatically as soon as a card payment is received.
EDIT: for clarity I believe a private account is allowed 2 non PayPal payments before it needs to be upgraded. That's ridiculous considering the account holder has no say over how they are paid. If there was an option for "PayPal Balance" only that would be fine but the buyer dictates the PayPal payment method, not the seller.
Edit: I'm talking strictly PayPal payments here, never accepted any other kind of payment myself.0 -

Basic account though is one just for sending and receiving personal payments, so if a friend or family member was sending you money you could specify what they used to send it.
For any receipts from a third party, ie for sales, payments etc a basic account is not suitable as these are not personal receipts. So seller needs a premier account.

They obviously need to clarify their definitions as a personal payment is from one individual human (technically their email address) to another. Not from one business to another.
It should make no difference for how I received this personal payment as I previosuly stated, I cannot control how the payment is made.
So I and everyone selling on ebay has been forced to use PayPal.
I and everyone with a PayPal personal account that has been changed to a Premier account, has been forced to pay these fees because PayPal chose to change the account type, it really is that simple.0 -

That question is really for Paypal, isn't it?
Did you see this statement on the link you provided earlier?...PayPal charges Premier and Business accounts to receive payments. Personal accounts are free, but may not receive debit or credit card payments.
