My OH loves a bargain and she is on the O2 online pay and go tariff (as am I!). We got a sim card sent through the post for free, but I think you can buy them from the o2 stores.
She mainly sends texts, so for topping up by £10 per month, she gets 300 free texts for that month. At the end of that month, having used hardly any of the original £10, she "eats away" at that for another month. I know you said your mum mainly makes calls, so there is also an inclusive calls option.
There are also- freebies sent through from time to time, e.g. they are currently offering 500 free minutes per month to a nominated number (e.g. my wife puts my mobile down as hers so she can also call me for free). It is known as the "Number One Promotion" if you want to check it out.
- O2 free treats that you get after 6 months
- 10% of your top-ups back every 3 months.

If she makes more calls, if in particluar to any UK network, then she may be better off going with Orange than o2. They also offer free texts for a £10 a month top-up , but there cross network calls are only 15p a minute, where as o2 I think are 35p or 40p a minute.

alternatively, if calls are made after 7.30pm or weekends Vodafone is a GOOD option with 10p a minute off peak calls, and with stop the clock you can talk for an hour for the price of 3 minutes (30p)

Asda Mobile PAYG piggy backing on Vodafone only charges 16p a minute for first 3 minutes per day then 8p a minute for X-Net calls.
