Best option would be to ask the developer to send you a copy of the site.
Depending on the contract, website assets ownership are normally transferred over to the client.0 -

It was a very informal agreement, the son of someone at the church and he charged us very little to do th site. Apparently he has deleted everything for security reasons!!!0

First you need control of the domain, before you can think about hosting.
plenty of free hosting with simple site builders, but you could end up as you are now. better off paying a little bit for hosting.
find a host with Softaculous as this will give you many software scripts you could use. then you need to make offsite backups so you will always have a backup of your site.0 -
I agree with earthstorm - get your domain sorted first.
As for the DIY... you could do:
- Download and install XAMPP on your computer
- Download WordPress
- Play around, install themes, etc.
- Then upload files to your web hosting0 -
Quick question,I just asked the original host to transfer the domain name to me on heart. He said i have to have "tags" to move it and will have to find a new company to take it?? sorry this is all a foreign language to me can it not be atached to my personal email?0

no he is wrong.
If the domain is in his own Heart Internet Account, then you set up your own Heart Internet account then all he needs to do is push the domain to your account
