hard drive format

why wont my hard drive format ? its in raw format ?

    Is this a hard drive in a computer, or an external one?
    Is it new or used?
    What computer are you attaching it to (operating system, etc)?
    1. Have you tried to Google the answer?
    2. If you were in the other person's shoes, how would you react?
    3. Do you want a quick answer or better understanding?

    sorry for posting in wrong room !
    It is an external one,1tb in size,will not format in ntfs or ex-fat,some times shows the capacity in 'my computer' other times just shows the drive.

    If its a new external drive could be faulty SATA/USB interface -I had to return one recently to Ebuyer because of a similar fault (...now you see me,now you don't!!)
