hi could anyone please tell me who is responsible for the stop tap on the pavement outside,i went to turn water off but found its filled in with tarmac. thanks

When you've sorted it complain to the Council about using dodgy outfits doing the tarmac - had any P1keys knocking on your door offering to do the drive ?
Seriously though I'd have thought it's the Councils responsibility0 -
Ring the water company they are responsible, they will pass the charge onto the council if they have damaged it, its not your problem.0
