Massive increase in Direct Debit - 3 Valleys Water

For the last year I have been paying £26 per month by direct debit.
I have received my budget account review today from Three Valleys Water which shows me to be £40 in credit.
The statement then states that my payments are being increased to £55 per month to cover any outstanding balance, future charges and adjustments and to cover the annual price review.
Is it me or does this seem mad?
After one phone call they have agreed that this is excessive and are seeking authorisation from management to reduce it to £40. I still asked the question why there was any increase when I'm in credit?

Are you sure that the £40 credit takes into account the consumption of water up to today's date? e.g. is a bill likely to arrive soon?
Some accounts show the monthly payments as a credit but only the 6 monthly bills as a debit. So you could be £40 in credit with your monthly payments since your last bill, but a bill will soon arrive for, say, £200 and you will be £160 in debit.

Just seen your post in other thread. There is no way that £26 a month will cover consumption of 32 cubic metres a month. Depends who you have for sewerage but as far as I can see your bill cannot be less than £500pa0
