The problem is everyone's definition of a service is so vague it can mean many different things.
Different things need checked & changed at different service intervalsAll your base are belong to us.0 -

People see the £99 services advertised but dont read the terms to find all they do is check for faults to bump that bill up and change the oil.
You should have specified that the belt needed changing.

What engine is it?
If the advisory to change is 60k then is it a 1.5 or 1.6 engine? if it is, according to http://autorepair.about.com/od/glossary/ss/timin-belt-info_5.htm it's a none interference engine. That means it shouldn't have done any damage and will run again with a new belt.
If you don't want to spend any more money on it, you 'should' get more for it when selling as it's a fairly easy repair for somebody.0 -

But you don't know why it failed, and neither do I because neither of us have the engine in bits in front of us. My suggestion was perfectly reasonable and may have been of use to OP or others researching similar issues in the future.0 -
I'm a service advisor and when a vehicle comes in which is close to needing a cambelt change we let the customer know, we have a duty of care. You could approach the garage if they did'nt inform you and you might be able to get the work done with a discount as they are part liable IMO because they should have picked up on the fact that it was due and at least told you.
If they already know that you knew it was due but decided not to have it done then you won't get anywhere0 -

Doubt if that would hold any water. Why would the garage advise changing a cambelt that should have been done 30k miles earlier and not due for another 30k miles ?
Unless the garage had reason to examine the belt then they have done nothing wrong.0 -
I never bother with services - and my cars go on and on and on.
BUT i always get cam belts done when due - and if in doubt when i buy a used car - its the first thing i get done. This gives me peace of mind it will never need doing again while i own the car. Best to do at start , than wonder how long is left before it goes.0 -

agree with this advise, it depends if this vehicle had history, if it didn't then how would the garage know, being in between the intervals?
how would you define this vehicle though 1886? cambelt overdue 30K or cambelt needing to be done in 30K miles??? advising lots of items on peoples invoices can scare & put off customers because they think you are hunting for work.0
