Best tariff for internet (tethering)

I don't have internet where i am living

so i thought my best option might be to get a SIM only phone contract, 3 seem to be unlimited and allow tethering, is tethering where i can use the internet on my laptop from my phone?

but i saw EE use BT openzone? is that correct? O2 have stopped BT openzone otherwise as I could have used BT openzone where i live as I am currently with 02 and out of contract so i can change networks if i can pass the credit check requirements, last time i couldnt change so had to upgrade with O2 and take out their broadband as they could do it as i was already an exisiting 02 customer.

I need to get a new phone but do i really need 4G? its only 2.50 extra a month on Tesco tariffs for 4G.
