Hertz car hire scam?

Hi guys
Sorry this is a bit long, any help however would be much appreciated.
Hired a car in America with Hertz and managed to pick up a parking violation. I payed the fine immediately as instructed by Hertz to the City of San Diego. 4 weeks after returning to the UK £215 was taken from my account out of the blue by Hertz, no email, no call, they just took it.
I contacted Hertz customer service who told me that they had sold my parking ticket debt to another company called Hertz rental fine and the issue was nothing to do with them, I asked how Hertz could sell a payed debt but I was just told to contact the other company!
Luckily I have a receipt for the paid parking ticket from the City of San Diego, despite this Hertzrentalfine.com do not respond to any correspondence and Hertz want nothing to do with the situation.
I contacted the City of San Diego to ask if there had been a problem. They emailed back thanking me for my prompt payment of the ticket and they added that they could not understand why Hertz would of charged me a further large fee as the matter had been closed for some time.
What do I do now? My bank is disputing the transaction but I would very much like to take this further with Hertz, I feel like I've been treated appallingly.

If Hertz sold your debt (leaving aside for the moment whether or not that still existed after you paid the fine directly) to another company, and this other company then charged your credit card, that to me would appear to be an unauthorized transaction.
The route you have taken of disputing this charge through your card provider seems the right one to me.0 -
I'm lucky that I took a picture of the payed parking fine online as no confirmation email was sent.
I'm still wondering how it can be right for Hertz to sell a bill that doesn't exist to another company and then have that company without any warning take money.
My finances are a little tight at the moment and having a £215 bill come out of the blue has been quite stressful. Have they not committed fraud?
Also the City of San Diego confirmed in an email that it has not received or asked for any more money from Hertz as the fine was payed. The whole thing stinks!0 -
What have your credit card company said about a chargeback ?Be happy...;)0

The card company have said they will dispute the charge with Hertz rental fine and that is going on now and will probably take some time.
Hertz have said and it is pretty much the only thing they are saying, Hertz rental fine although using the same name are a completely different company.
I genuinely can't believe that what they are doing is in anyway legal. I suspect a lot of people can't be bothered to contest the charges so it is easy money for them. The customer service from Hertz has been terrible and the customer service from Hertz rental fine doesn't exist!0
