Your best bet is one of these new(ish) learner driver policies. I seem to remember one has a name involving marmalade. Anyhow, the insurance is for the learner specifically, they tend to only do fully comp and as it's for the person not the car, the learner can use any car they can get their hands on. Since it is unrelated to your insurance, it would not affect your NCB if you needed to claim for an accident your partner had. They're pretty decent value too considering how watertight they are.0

Protected No Claims DISCOUNT applies to that bit only.
Example.
Your policy is £100 but you have a 50% NCD so you pay £50
You have a bump. Th policy doubles in price at renewal to £200 but you protected your NCD so you still get 50% off so you pay £100
That make sense? Your NCD is just that, a discount off the overall price of the policy which will go up if you claim, get points etc etc

But if my partner met with an accident I still get NCD but for sure I am paying more even if I have protected NCD....

Not quite. If your partner has an accident in which he is held partly or fully to blame you will not get any ncd for that year, irrespective of whether or not you have protected your ncd.
(If unprotected, you lose ncd as well as none awarded)0 -

Professional instructors have dual control, it's rare for them or the learners to have accidents.
Even if learners were constantly having accidents the DLA would set up schools on private grounds to teach people safely. Just like they do in some other countries.0 -
In the six years I was a driving instructor I was only involved in one accident and that was when someone ran into the back of the vehicle when my pupil was slowing down gently as she approached a roundabout that had limited vision, his excuse was he was in a rush.0
