They are not 'flouting' the law. You have no automatic right to exchange and a refund, and perhaps not even a repair. It is not faulty. Argos have done nothing wrong except sell you a product, 4 months ago, which you dont like anymore.

Anyway, this is irrelevant as Argos owe you nothing. This is a change of mind purchase. It is not faulty. Even if you had returned it within an hour of buying it you would have no 'legal' right to a refund (but I assume Argos has a fairly good refund policy, but legally, no)

Well on the pedantic side, SoGA doesn't just cover faulty. In fact the six month period uses the phrasing "do not conform to contract". If they've said it picks up pet hair and it doesn't, it doesn't conform to contract.
Where the seller sells goods in the course of a business, there is an implied term that the goods supplied under the contract are of satisfactory quality.

(2A)For the purposes of this Act, goods are of satisfactory quality if they meet the standard that a reasonable person would regard as satisfactory, taking account of any description of the goods, the price (if relevant) and all the other relevant circumstances.

(2B)For the purposes of this Act, the quality of goods includes their state and condition and the following (among others) are in appropriate cases aspects of the quality of goods—
(a)fitness for all the purposes for which goods of the kind in question are commonly supplied,
    (b)appearance and finish,
    (c)freedom from minor defects,
    (d)safety, and
    (e)durability.

Of course when it comes to quality, it is very subjective. But if they sell it saying its capable of doing something and it can't, then they haven't delivered on their contractual obligations. Unless OP meant reviews said it was good for pet hair?

And that's if it is actually not doing what it said it would and not that its performance has been reduced through incorrect use (if it has settings for example or is clogged as someone suggested). If its the latter, could explain why its taken op so long to "notice".

Why mess around with the branch - call Argos head office -let them deal with it as the branch aren't helpful.

All the pet models do is claim to puck up the pet hair, they still need regular maintenance including cleaning the brushes and filters. If these are not cleaned regularly they will get clogged/blocked which will affect performance.

How much did you pay for it? You can't expect an £80 vac to perform as well as a £300 dyson

Clean the filter. My vax is great but when the filter gets clogged with dust it loses a lot of suction. Now I clean the filter each time I empty the dust box
