Given that most Sharm resorts are operating at 20% capacity, I expect all would meet the OP's requirements.

Capo bay in protaras, Cyprus has a sunbed allocation system too.

We love San Miguel Hotel in Puerto San Miguel Ibiza (Firstchoice/Thomson). My kids are 20 and 14 and love it there (we have been 6 times). Sun beds can be a problem so if I don't manage to get one I just lie on the beach until I can get one later in the day. Hotel is on the beach and so easy going back and for to hotel for food and drinks. Don't see my kids much-eldest stays in bed after clubbing in San Antonio or visiting Irish Bar in the resort and my 14 year old spends all day in and around the pool with friends. By booking direct with hotel and cheap (ish) Easy Jet flights it will cost us around £3000 next year.

Just drop the pool attendant / sun bed attendant £10 at the start of the hols to keep you one!!

sandos san blas in tenerife has a no reserve policy on sun loungers, also has 8 pools, 5 adults and 3 children. on the plus the food is excellent and if you did hire a car it's 5 mins from the airport, then you have the option to tour the island and a trip up Mt Teide is worth the car hire alone :-)
