A lot lest from what speed she was told she would get, as this is her first month is there a way she can get out of the contract as they are not fufilling there side of the contract

Signed up with whom? What speed can she get and how does that compare in the neighbourhood?

ps Your post is a little disjointed.

Lots of things affect the performance, the speed quoted is only an estimate and is based on the distance from the exchange.

Line quality to the house or internal wiring can have a huge impact to the speed, you need to go to a broadband forum to troubleshoot the reason why.

What speed was your friend told she would get?

In my experience, it is usually stated as "up to".

For example, BT broadband sell one of their services with:
Enjoy superfast downloading and streaming with speeds up to 76Mb so you'll spend less time waiting around.
Notice those two little words in there. (my bolding)

What speed does she think she should be getting? What speeds do neighbours get? The 'up to' speeds are really theoretical maxima for someone living above the exchange!

Give them a call they may have it restricted their end, so they can increase it.
I have an issue with Sky BB ( nothing to do with speed), but while on phone the agent mentions the speed ( cant remember what it was) but they said they could make this better, ( i never noticed it was lagging in the first place), but they did something their end and increased my speed

Some people in Newcastle will get 80Mb, some will get 0.5. A whole city isn't very useful when we're trying to establish why the connection is slow - it's to do with the distance from telephone exchange and Newcastle will have several.

We ideally need a full postcode.

That would be based purely on the distance and does not take into account the quality good or bad of the line itself.
