Orange won't unlock my phone

When my Orange iPhone 24-month contract ran out in May, I phoned Orange to unlock it, happy to pay the £20 odd fee. "Yes" they said in India. Five times. The phone is still locked. Any suggestions please, apart from writing to Orange Complaints? - did that, have had no reply!

If only I can speak to someone at Orange/EE in the UK who can help, no?

May be a silly question but did you put another Sim in it? Only then does it check in with Apple and part of that activate process is to check unlock status.

How do you know that it's iPhone/Apple?
That said, yes, Orange are notorious for dragging their feet mainly with unlocking iPhones and thus pushing their customers to pay much more to their e-bay unofficial outlet. Sounds very familiar.

How do you know it is locked ?

I had an iPhone unlocked by T-Mobile and apparently nothing happened. However, when I put an active "3" PAYG SIM in it just worked.

Have you tried a known working SIM from one of the main UK networks which are approved carriers for the iPhone (so Vodafone o2 or "3") ?

What does the phone say when you do this ?
