Is there a reason why you removed this from point 3? (Other than it should be 21st March not 23rd February, by my calculations - 14 working days where day 1 is the working day after the parking event).0 -
I would go in Very hard with the defence as early as possible, this may make them throw the towel and save you lots of time.
So yes, send the Lot, they want a fight give them one.
What I would advocate is you demand anyone signatories to a contract used as evidence will be required to attend court to verify or include a signed sworn affidavit to the authenticity of the contract.
And I would advocate you file a statement a counter claim is to be added when prepared for £1500 will be filed for the harassment alarm and distress (tort to persons) caused by bringing a POFA claim vexatiously when they have failed to adhere to POFA.
No lawyer would allow them to set foot in any court without demanding the contract granting right to seek audience in relation to litigation is proven and authenticated.
If they are using ANPR introduce the court rules on admissibility of using equipment that is not VCS certified as court evidence as it is excluded from all other courts.
Or if they say a witness as in a parking goon issued the ticket, this person will be required at court as witness to identify the defendant .
If that does not stick the wind up them nothing will.
If they go ahead, in the court waiting room do not respond to anyone other than the court usher or take any documents from anyone.Be happy...;)0 -

I didn't fill in the form : I sent a zipped folder including all documents to [EMAIL="mcol@hmcts.gsi.gov.uk"]mcol@hmcts.gsi.gov.uk[/EMAIL] . I would send it in the day before the deadline ( having checked deadline with mcol help desk the date the absolute drop dead time is 16:00 on last day , but don't risk technology failure ) . When you do this you get a bounce back from MCOL to say its received and later a 2nd email that says " Your response has been forwarded to the relevant section for processing." I have seen other advice from Daisy to say send paper copy to MCOL as well ( but I didn't ) .
You can send in things later if you forget them : however I did also get told that they can only accept the first defence you send ( which is slightly contradictory but it is what I was told ).
It does need to be in before 16:00 on the 28th day - but see my comment above

I want to send an email of complaint to the DVLA. Who should I email and are there any templates that I can use? Is there anything in particular I should make them aware of in my letter of complaint?0

No template but we have the email on here, post #3 and you must make them aware of any breach of BPA CoP and/or POFA 2012 (similar to the BPA complaint):

Annoy the judge?! Those points were suggested for your defence to the court because they are both genuine situations where a PPC has recently lost a court claim!

Sorry, I sent my defence off last night by Email, so I missed your post.
Do I just need to send an additional Email to MCOL, asking them to add the above to my defence?

Could try - or could just wait and see if the PPC pay the hearing fee then you submit your full defence evidence anyway nearer the court date.
Or you could send a letter separately to the PPC to rattle their cage and include that stuff in the letter to show them you are no pushover and have researched & defended this robustly. I would do that.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
