Hi,
I also got a 'Notice to Keeper' in that same spot from last month, it was 3pm on a Saturday, but the shop was closed (I checked). I was in kfc for about 10mins! My car is a company car, does that make a difference? Am I better to appeal it or just ignore it? Does anyone ever have any luck appealing them?
100% success rate on this forum, at POPLA appeal stage, since Easter.
What exactly do you think will happen any day now...that's right, the PPC will write to the Fleet Manager (owner/keeper) of the car. And they might just pay up and charge you, as happens most times. Why the heck of hecks would anyone with a company car ignore it? I even cover this scenario in the NEWBIES thread at the top of the parking forum, please read it and get an appeal out NOW.

Hello all,
Thanks for the help so far.
I have finally received my Notice to Keeper, but interestingly the dates stated on the letter mean this was 57 days, not within the 56.
Ticket issued on 31 October and Notice to Keeper dated on the 27th December. I know there was Christmas and Boxing Day, but assume that isn't relevant?
Does this change the response or next steps? What do we think?0 -

If the NtK was dated the 27th, then there's no way it could have been received by the keeper within the PoFA timescales, so they have therefore foregone their ability to use PoFA.
However, that doesn't stop them. So you should appeal in the normal way with an aim to get a POPLA code, in order to win at POPLA.0 -

The 56 days is the date by which it must have been served (received by you). So they are too late to establish keeper liability.
BUT please don't make the mistake of thinking a late NTK is fatal to the whole thing - it is only fatal to establishing keeper liability. They can take ages to send a NTK if the intention is to hold the driver potentially liable (not that they tell you that when writing to the registered keeper).
This is covered in the NEWBIES FAQs thread at the top of the forum where you can use/adapt an example appeal suitable for where a PPC has failed to establish keeper liability under POFA. Doesn't mean the whole charge is stuffed - can still be aimed against the driver, which is why you don't imply who was driving of course.
As per the examples in the sticky thread at the top. Have a read of them & draft an appeal that tells the PPC why they are stuffed against you, as registered keeper, and that their charge is not a genuine pre-estimate of loss, etc! All the usual challenge points, which you will see in most threads where everyone wins at appeal, are covered in lots of linked example first appeals, in the sticky thread.PRIVATE 'PCN'? Hi all,
An interesting development. I sent back my letter to them requesting a POPLA code, and then just a few days later I received a letter from a Debt Recovery Agency and a demand for Payment?
Should I?
Write to them and explain they have no legal right to pursue this (another failing of the NTK was they didn't specify who would be recovering payment)
Ignore all (seems risky)
Re contact the parking ticket issuer?

ignore DC and wait for the PPC to reply , if necessary complain to the BPA about being harassed whilst its in appeal mode
