It seems unclear if you appealed a month ago and they've rejected it, or not. If your letter from them was a rejection, did it give you a POPLA code?0

To whom it may concern,
On 25/10/2013 the driver was waiting for a passenger from the IOW ferry. The driver parked in a bay and was not aware of restrictions on parking. As keeper, I must conclude that there must have been some inadequacy in the signage or other parking arrangements.
As the registered keeper I ask you to cancel this charge which must be far greater than any genuine pre-estimate of loss you may have incurred. If you feel unable to agree then please send a POPLA code so that I can appeal to the independent adjudicator.

That's a good appeal so they are wrong, you've given easily enough information and grounds for appeal from a keeper. Complain to Steve Clark of the BPA by email (see the bottom of the 'newbies read this first' sticky thread).
Also reply to ParkingEye, exactly like here, and demand your rightful POPLA code:
