Totally disagree. I have seen so many people helped on here and this check list is a great way to put them on the right track.
Do you seriously think that your 2 point suggestion is of the slightest help to newbies who haven't a clue as what to do?
In fact, I would suggest to Umkomaas to add the link to POPLA and BPA CoP web sites as "these might help" at the bottom of his excellent check list, not make any reductions.

The driver was waiting for a passenger from the IOW ferry. Driver parked in a bay and was not aware of restrictions on parking. As keeper, I must conclude that there must have been some inadequacy in the signage or other parking arrangements.
As the registered keeper I ask you to cancel this charge which must be far greater than any genuine pretty estimate of loss you may have incurred. If you feel unable to agree then please send a POPLA code so that I can appeal to the independent adjudicator.
That should get you the POPLA ode.0 -

You don't have to send a letter, don't waste time on it. Just do an online appeal saying this is land covered by Port Authority Byelaws so their PCN is misleading as it mentions POFA 2012 and registered keeper liability. No such liability applies on land covered by statutory byelaws as it is not 'relevant land' under POFA 2012. And the registered keeper will not be divulging the driver's details but would be happy to appeal at POPLA stage, where the keeper will also state that this charge is not a 'genuine pre-estimate of loss'. So you suggest PE cancels the charge since they have no case to pursue it.
Tick the box to say you are the registered keeper.
DO NOT IMPLY WHO WAS DRIVING. OBVIOUSLY!
I suggest you change your first post above to 'the driver' or 'we' when talking about the incident. PE read this forum; they pay someone to do so...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
