unanswered calls charged for while in USA

While on holiday in the USA I took my mobile, I set it to silent and forgot to alter it back so when the rest of our party wanted to get in touch I didn't hear it. The problem is that when they tried to contact me from the moment the call conected (RINGTONE if it hadn't been set to silent) I was charged. basically I was charged for someone ringing me but no conversation taking place, is this normal for this to happen?

    shouldnt be charged for the ringing but maybe for leaving a voicemail?

    Unfortunately this is normal behaviour for all networks except Orange.

    Basically.. when your phone is attached to a foreign network, then your home network sends all incoming calls to that foreign network. If an incoming call "rings out" and your phone then diverts it to your voicemail, then you effectively have an incoming call from the UK to the foreign network, and an outgoing call from your phone to the UK voicemail.

    This has always been the case with roaming, except on Orange in the past few years. They have a different call setup procedure when you take your phone abroad, meaning that until you actually answer an incoming call abroad, the UK network never actually "lets go" of the call.
