bramley shppoing ctr leeds ukcps

hi all my head office recieved a letter stating on said day : van was observed parking without a valid permit or authority:

what does this actually mean,they are after 60 quid and the van was only there 25 to 30 mins.
the signage just says about parent and child spots and parking within lines etc.
the van may have been in a parent and child spot,not 100 percent sure,can anyone shed some light on this or what to do next.

    For a start, what "offence" did the letter say was committed?

    Date of contravention and date on Notice to Owner/keeper needed to check timings, please.

    they say it was on the 14th of oct and my head office recieved the letter on the 28th oct,i have been forwarded the original letter and recieved it yesterday.

    A yellow and white 'Notice to Keeper'?

    Simply send a challenge BY POST (not email) in your name, with your home address, headed up with the van reg and PCN number, saying that:

    I am the usual driver of that van and wish to challenge the charge because it does not represent a genuine pre-estimate of loss, which it must do, if it is alleging a breach of contract or trespass. Any breach is denied. Also your alleged contravention 'parking without a valid permit or authority is ambiguous and unclear. Finally, for now, I will add that the signage was unclear at this site and if UKCPS disagree you must send me a POPLA code, and don't bother to tell me that 'UKCPS address the factual issues' in some template 'stalling letter'. POPLA will find in my favour so send me a code or cancel the charge.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    No you don't. They operate from behind the Blooming Rose pub in Leeds.

    And if you search on Google for the words 'UKCPS address the factual issues' you will find loads of recent forum threads telling you what letters to expect and how to proceed to POPLA.
